Amend Code of Ordinances Chapter 98 Related to Special Events
The Board of Commissioners approved an ordinance to repeal and replace Chapter 98 in the Paducah Code of Ordinances related to permitting for special events including parades and assemblies. The special event permitting process moved from the Parks & Recreation Department to the Customer Experience Department in January 2022. During 2022, 107 special event permits were issued.
The ordinance updates the definition of special events which allows the City to require a permit for large events that occur on private or county property if the events require a city road closure, have a direct impact on traffic, or would appreciably impact the need for public safety and emergency services. The ordinance also includes the liability insurance requirement with coverage of at least $1,000,000 with the City of Paducah named as an additional insured. The City may require higher insurance levels based upon an event’s risk factors. Additional changes include the creation of an administrative policy to outline specific details and fees including an expedited processing fee of $150 if the permit request is not submitted within the outlined timeframe. There is no fee to apply for a special event permit. The policy also would include the requirement that event organizers notify neighbors of upcoming events and use preapproved parade and 5K routes.
Interlocal Cooperation Agreement with McCracken County for Comprehensive Plan
The Paducah Board of Commissioners introduced an ordinance for a 20-year interlocal cooperation agreement between the City and McCracken County to establish a City/County Comprehensive Plan. Currently, each government agency has its own Comprehensive Plan which is required by the State to be updated every five years. A joint City/County plan would help guide the physical and economic development of the area, preserve the City and County’s local character, and enhance the quality of life for residents and visitors. Planning Director Nic Hutchison said the Comprehensive Plan will include extensive community engagement and address topics including future land use, zoning regulations, transportation, economic development, housing, and parks. This plan will be developed with the assistance of the company, Kendig Keast Collaborative, with the City and County equally splitting the costs. The process to create the joint plan will take approximately 12 months.

- Mayor Pro Tem Sandra Wilson presented on behalf of Mayor Bray a joint proclamation with McCracken County recognizing February 14 as Alpha Kappa Alpha Sorority Beta Omega Omega Chapter Day. The Beta Omega Omega Chapter of Alpha Kappa Alpha Sorority was chartered in Paducah in 1939.
- Municipal order approved for a Kentucky Department of Libraries and Archives Local Records Program Grant application requesting $46,000 for the Paducah Fire Department. If awarded, the funds would be used to contract with a records management archivist.
- Municipal order approved for a contract with Tetra Tech for the EPA Brownfields Assessment grant the City accepted in May 2022.
- Municipal order approved for a Fleet Maintenance Service Agreement between Paducah’s Fleet Division and the Barlow Kentucky Fire Department. Fleet will provide maintenance services to each agency’s vehicles at hourly rates.
- Municipal order approved to accept a payment from Western Surety Company for costs associated with the default of contractor, Huffman Construction, related to the Pump Station No. 2 Rehabilitation Project.
