Joint Sewer Agency Update
Paducah-McCracken County Joint Sewer Agency (JSA) Executive Director John Hodges gave an update on JSA’s finances. The current residential rate is $6.61 per 1000 gallons with a 3000 gallon per month minimum. The average resident uses about 4500 gallons for a fee of $29.74. JSA, a utility that was formed in 1999, has roughly 19,350 accounts. JSA’s operating revenue for the previous fiscal year was $10,470,000, and its operating cost was a little more than $5 million. JSA has a current debt of $34.3 million which corresponds to an annual debt service payment of $2.435 million. There are several upcoming large projects including the Woodlawn Wastewater Treatment Plant; the completion of projects at Outfall 003; Noble Park; and the Paducah Wastewater Treatment Plan Sludge Building.
Grant Applications
The Paducah Board of Commissioners approved municipal orders for the following grant applications:
- 911 Services Board Grant requesting $110,725 for data capture and recording hardware and software for the capture of text, photo, and video data.
- Marathon Petroleum Community Investment Grant requesting $5000 for water rescue gear for the Paducah Fire Department.
- Kentucky Pride Fund Composting Grant requesting $602,071 for a horizontal grinder and a radial stacker for the Compost Facility.
- 2024-2025 Household Hazardous Waste Grant requesting $44,995 to be used for the 2025 City-County Spring Clean Up Day.
- Crumb Rubber/Tire Derived Products Grant through the Energy and Environment Cabinet requesting $36,000 for a rubber safety surface for the fitness area at Pat & Jim Brockenborough Rotary Health Park.
Tennis Court Resurfacing Project
The Paducah Board of Commissioners approved a Municipal Order authorizing the City Manager to release a request for proposals for the Noble Park Tennis Court Resurfacing Project. The tennis courts were reconstructed in 2017. This project would provide a new playing surface for the two junior courts and the five full-size tennis courts. This project will remove the pickleball markings on the junior tennis courts so that they will be tennis-only courts. The resurfacing will take only a few days with the project expected to take place this summer.

- Mayor Bray presented proclamations to representatives from LOTUS including CEO Lori Wells proclaiming April as Child Abuse Prevention Month and as Sexual Assault Awareness and Prevention Month.
- Appointment of Joseph Benberry to the Paducah Area Transit System Authority Board.
- Appointment of Robert Bryant to the Paducah Golf Commission.
- Municipal Order approved for a Fleet Maintenance Service Agreement between Paducah’s Fleet Division and the City of Bardwell. Fleet will provide maintenance services to Bardwell’s vehicles at hourly rates.
- Municipal Order approved for Contract Modification #2 with Dredge America, Inc. for the 2024 maintenance dredging that occurred earlier this year. This modification reduces the contract by $4238.80 due to a reduction in the amount of material dredged.
- Ordinance introduced for the closure of an alley west of South 16th Street located between Kentucky Avenue and Washington Street. This is the site for the new location of the Paducah-McCracken County Senior Center.
